TCR PERMIT REQUEST

Please fill out the form below to request a permit for hiring Costumers who are not on the Television Commercial Roster or Industry Experience Roster. This form generates a secure e-mail to the MPC 705 staff, and is confidential.

Please note the following:

  • The AICP/705 Agreement requires First Consideration of Employment go to MPC 705 members in good standing who are on the Industry Experience Roster (IER) or the Television Commercial Roster (TCR). You can obtain a current list of eligible Costumers by contacting Assistant Business Representative Julia Bly (jbly@mpc705.org).
  • By requesting a permit you acknowledge that you have made a good faith effort to hire from available 705 members if applicable.
  • The AICP/705 Agreement allows the hire of non-rostered individuals who are:
    • Explicitly requested by the advertiser or its agency,
    • Possessing “unique training, skill or knowledge of evolving technologies” (Please note that “familiarity with the production, cast, time period, or design team” are not considered unique for purposes of this provision.)
  • While “star requests” are not officially covered under these terms, Local 705 may allow them under the following conditions:
    • The Costumer requested will be assigned only to the specific performer
    • No MPC 705 crew member will be displaced due to the hiring of a “star request.”
  • Permit hires who receive 30 days or more within a 365-day period are required to apply for roster status and join MPC 705. Refusal to do so will result in a denial of future permits.

IER PERMIT REQUEST

Please fill out the form below to request a permit for hiring Costumers who are not on the Industry Experience Roster. This form generates a secure e-mail to the MPC 705 staff, and is confidential.

Please note the following:

  • The AMPTP/MPC 705 Basic Agreement requires First Consideration of Employment go to MPC 705 members in good standing who are on the Industry Experience Roster (IER) in the appropriate classifications (Costumers or Manufacturing Department). You can obtain a current list of eligible Costumers by contacting any Union Representative (RepDesk@mpc705.org or 818-487-5655).
  • By requesting a permit you acknowledge that you have made a good faith effort to hire from available 705 members if applicable.
  • The Basic Agreement allows the hire of non-rostered individuals only if:
    • There are insufficient qualified persons on the IER, or
    • The individual possesses a unique skill or knowledge of evolving technologies. (Please note that “familiarity with the production, cast, time period, or design team” are not considered unique for purposes of this provision.)
  • While “star requests” are not officially covered under these terms, MPC 705 may allow them under the following conditions:
    • The Costumer requested will be assigned only to the specific performer
    • The Costumer requested will be hired in addition to a fully staffed department. MPC 705 will require a crew list and other possible documents (one-liners, call sheets, etc.) to determine if realistic staffing is present.
    • No MPC 705 crew member will be displaced due to the hiring of a “star request.”
  • Permit hires who receive 30 days or more within a 365-day period are required to apply for roster status and join MPC 705. Refusal to do so will result in a denial of future permits.
  • Please note the following contracts or types of shows allow for off-roster hiring and do not require a permit:
    • Ultra-Low, Low, and Mid-Budget New Media on the Basic Agreement or Videotape Supplemental Agreement. (High Budget SVOD of all tiers must adhere to the roster requirements of the Basic Agreement.)
    • Music Videos
  • Permits are allowed even when normally closed, provided the applicant is 1) a current non-rostered 705 Member in Good Standing, or 2) qualified under the various DEI initiatives agreed to in the 2021 Basic Agreement.
